Projekt BleibNet proQuali (BpQ) – durch Qualifikation und Motivation zur Integration
Arbeitsmarktintegration für Flüchtlinge im Land Brandenburg
BleibNet pro Quali ist ein landesweites Projekt, das am 1. Juli 2015 in Brandenburg gestartet ist. Sechs Träger an verschiedenen Standorten im Land bilden den landesweiten Projektverbund, der die nachhaltige Arbeitsmarktintegration von Asylsuchenden und Geflüchteten zu fördern ersucht. BleibNet proQuali wird gefördert aus der ESF-Integrationsrichtlinie Bund und durch das Bundesministerium für Arbeit und Soziales.
Zur Zielgruppe des Projektes gehören Geflüchtete mit Aufenthaltsgestattung (noch im Asylverfahren), Duldung sowie mit Aufenthaltserlaubnis. Um die Kompetenzen und Fertigkeiten von geflohenen Menschen effektiv einsetzen zu können und die Zielgruppe an den Arbeitsmarkt heranzuführen, gilt es zunächst, den Spracherwerb zu fördern.
Hier bietet BleibNet proQuali Anschub und Unterstützung.
Konkret:
- Vermittlung in Sprachkurse, die mit einem anschlussfähigen Zertifikat abschließen (Alphabetisierungs- oder Flüchtlingssprachkurs, Integrationskurse oder berufsbezogene BAMF-Sprachkurse)
Darüber hinaus:
- Kontaktaufnahme zu Schulen des zweiten Bildungsweges (Erwerb des Hauptschulabschlusses)
- Unterstützung bei Übersetzung und Beglaubigung von Zeugnissen und Abschlüssen aus dem Herkunftsland, beziehungsweise Weiterleitung an die zuständige Fachstelle in Potsdam
- Hilfe bei Erstellung von aussagekräftigen Bewerbungsunterlagen
- Unterstützung bei der Ausbildungs- und Arbeitsplatzrecherche
- Assistenz im Kontakt mit Betrieben und Vermittlung von Praktika
- Hilfestellung bei Anträgen an Ausländerbehörden und Arbeitsagenturen.
BleibNet proQuali arbeitet eng mit Arbeitsagenturen und Jobcentern sowie mit Kammern (HWK, IHK) zusammen und bietet Fortbildungen im Rahmen gegenseitiger Fachaustausche für Agenturen und Jobcenter zu Aufenthalt, Arbeitsmarktzugang und Förderung der Zielgruppe an. Ein vordringliches Anliegen des Projektverbundes ist es, Türen sowie Strukturen für Asylsuchende und Flüchtlinge zu öffnen, damit sie in der Zukunft Angebote der Regelförderung ganz selbstverständlich in Anspruch nehmen können.

Bleibnet pro Quali is a state-wide project which was initiated in the federal state of Brandenburg in 2015. The combined project is comprised of six institutions based in different locations within Brandenburg, each promoting long-term integration of asylum-seekers and refugees into the employment market. Bleibnet pro Quali is sponsored by the ESF Integration guideline of the federal government and by the ministery for social affairs.
The projects main target group is refugees with temporary residence permits (meaning they are still within the asylum procedure), short-term permits as well as non restricted residence permits. In order to effectively encourage and utilize skills and capabilities of these persons, as well as introduce them to the job market it is of initial importance to fascilitate their language skills.
Bleibnet Quali offers support in the following areas:
- Assitance in finding appropiate language courses that offer compatible certificates (e.g. literacy- or language courses for refugees, integration courses and practically orientated BAMF-language courses)
In addition:
- Contacting schools that offer "second-chance education" (acquiring proof of main education)
- Help with translating and certifying reports and degrees from home countries, more specifically redirection to the relevant cempetence centre in Potsdam.
- Assistance in drafting conclusive job applications
- Support in researching apprenticeships and jobs
- Accompaniment while contacting businesses and finding internships
- Help with applications to the foreigners registration office.
BleibNet pro Quali collaborates closely with employment agencies, the "Jobcentre" as well as with the chambers of crafts (HWK, IHK). The project also offers further training to the above named institutions on relevant topics regarding the target group. This mostly takes place in form of reciprocal exchange of expertise.
Hereby, relevant subjects can range from residence, access to the employment market or possibilities of sponsership.
Enabling refugees and asylum seekers access to structures within society and thus self evidently making use of routine funding and similar offers in the future is one of our most urgent endeavours.
